Yes, you can touch it. You can paint it, wash it, just don’t try to remove it without proper safety precautions, which in most states, involve bringing in a special contractor trained in its safe handling and approved disposal methods.
It isn’t absorbed through the skin, and the harm only comes when breathing fine particles of it which cause damage to the lungs. It is often found in older structures where it was widely used as a building material and as insulation around ducting and pipes. It is usually better to leave it alone than try to remove it unless it is damaged as then the fibers can become airborne. The US Environmental Protection Agency still doesn’t have a general ban on its use.
But touching it won’t hurt you. It isn’t nuclear fuel or Charlie Sheen so it won’t hurt to come in contact with it.

i believe there are trace amounts, which in theory, shouldn’t cause health problems.
