Currently I am using cutter made of carbide, which is not durable, runs on motors. Is there any cutter which operates on hydrolics, for cutting asbestos sheets?

Don’t work with asbestos so I have no idea what the dimensions are of your workpiece, how clean of an edge you need, or what would be required for dust containment so I can only guess without more detail.

Is it a small enough piece to fit into a sheet brake for a scored snap? Could you use a hand held band-saw at a low RPM?
Shears could be hydraulic but will wear out just as fast and portability may be an issue.

You are cutting rock no matter what you do and carbide sounds like a good choice for tool material.

Asbestos based products are a pretty small and specialized field – Yahoo! Answers is probably not the source of that kind of information. You probably would be better off contacting a manufacturer or the material supplier for their recommendations.
